Paul Rolly: Guns OK, but hats on the Hill? Out you go

Openly carrying a gun at the Utah Legislature is OK, but wearing a hat might get you arrested.

<snip>
But when Alan Smith, who was involved in the anti-voucher campaign last year, went into the House gallery to observe a legislative session last week, he was told to remove his hat or leave. When he objected on the grounds that wearing his hat was a constitutionally protected act of self-expression, a Highway Patrol trooper said he better leave.

By now, you've probably heard the oft-quoted remark the Plain City Republican made on the Senate floor in an attempt to minimize animal torture: ''It's a customary farm practice to toss a litter of cats in the river,'' Jenkins said.

Jenkins, who spoke as though he were an expert in farming, actually is a plumbing supply wholesaler

That reminded Robert Becker of the time he and his wife were staying at the Lodge at Snowbird enjoying a glass of wine at the rooftop bar. A teenager came on the balcony and asked the barkeep if he could have a drink of water while waiting for a sandwich to go from a nearby restaurant.
The bartender refused, and when the Beckers asked why, he said: ''He's almost certainly a shill from the alcohol control board. If I gave him the water, they'd cite me and close the bar for a violation. They send people like that in every so often to test us.''
