No one is quite sure why the loophole exists.
Maybe there's a contingent of social-studies teachers in Park City with a passion for Civil War re-enactments. Or maybe it's a reflection of the old mining town's gun-slinging roots.
But tucked inside Park City School District's weapons ban is a provision permitting the firing of flintlock rifles and other historic black-powder guns on school grounds -- for demonstration purposes only.
Whatever its origin, the exemption likely soon will be struck from the district's "Scope of Employment and Uses of Weapons" policy. The Park City School Board weighed this and other minor tweaks last week and could take action at its next scheduled meeting.
The "black powder" exemption surfaced during a routine policy review, said district superintendent Ray Timothy, calling its removal a "no-brainer."
"We don't bring other weapons and fire them. Why would we be bringing black-powder rifles?" said Timothy.
