Bill moves forward to outlaw open carrying of unloaded handguns in California
http://www.vcstar.com/news/2011/jun/07/bill-moves-forward-to-outlaw-open-carrying-of-in/

Responding to a movement that promotes the brash public display of firearms (edit: AKA BACKLASH), state lawmakers on Tuesday moved forward legislation that would outlaw the open carrying of unloaded handguns in public places.

Four previous attempts in the Legislature to prohibit the practice have failed over the last seven years, but the proposal has taken on a heightened profile this year in the wake of organized efforts to encourage others to show up at rallies and meet up at restaurants while carrying guns in visible holsters.

It's illegal to openly carry a loaded weapon, although currently you can carry an unloaded weapon and have ammunition on your person.

This year's measure, AB 144 by Assemblyman Anthony Portantino, D-Pasadena, passed in the Assembly last month and on Tuesday passed its first test in the Senate, winning approval from the Public Safety Committee.

6. Eureka! You've nailed it!!
We should curtail Civil Rights for the convenience of the police and other government agents with limited delegated powers. Yeah, that'll fix... everything!

8. What should happen is that California passes licensed "shall issue" concealed carry ...
that would involve a background check, training and firing a weapon at a gun range. Of course, the cost to obtain this license should be reasonable and similar to the fees charged by the many states that currently allow "shall issue" concealed carry.

7. Hell, Reagan was the one who signed the ban on open carry.
In order to shut down the Black Panthers.

And yet, some people still believe disarming average people is the "liberal" thing to do. :eyes:

9. Amazing how quickly gun control took off after armed black men stood in front of the state house
It hadn't really been popular in CA before that.

10. "Four previous attempts in the Legislature ... have failed over the last seven years"
Such a fine line between "backlash" and "overreach/fail," isn't it? It's very interesting how the fifth attempt after four failures constitutes a "backlash" in your book when it's an anti-RKBA measure, but the first failure to get legislation out of committee constitutes an "overreach/fail" when it's pro-RKBA.

Personally, I've stronger backlashes from overcooked fettucine.

11. You keep saying that - every week it seems.
"The bill is moving forward", "This or that bill has support"

But you never seem to "close the deal" ... and then we read about how, in spite of your post about some dean objecting to a CCW on campus bill, it got signed into law anyway and nothing happens. Or another state went constitutional carry.

Funny, it just seems no matter how many stories you post. the actual legislation just keeps going the other way while you hope for some mythical backlash.

We should really keep a scoreboard for all your Google Dumps every few days. But the ones where you post the same story 3 or 4 times in a week? They still only count as 1 and the ones where there was a gun and nothing happened, don't count for anything.

14. If it's unloaded it's not even a firearm, it's just a piece of steel.
