The Hague - The law alone cannot repair the scars of war, and survivors need financial support to rebuild their lives, Archbishop Desmond Tutu said at the inauguration of a fund for victims at the International Criminal Court.
The Trust Fund for Victims represents the first time an international court goes beyond law to help war crime victims by giving them direct financial support. The fund, not the court's judges, will determine eligibility, but details of how the funds will be distributed have not been worked out, International Criminal Court registrar Bruno Cathala said.
Tutu, a Nobel peace laureate and retired Anglican archbishop, told war crimes victims at a ceremony on Thursday that he hoped the money could help the victims rebuild their lives.
