The Bush Admin/US Govt has sanctioned terrorism as an instrument of power

From a pure standpoint of morality-- if these people are immoral enough to institute a torture regime in the US*, doesn't this indicate that these people were capable of orchestrating 9/11?
First of all it is not at all clear there is a torture regime in the US. But it is clearly possible to make a moral case for torture. I am not advocating torture but merely pointing out it is easy to make the case that torturing someone to prevent a terrorist act can be rationalized. This has been going on since recorded history using a greater good argument of some sort.
Orchestrating 9/11 can of course be morally rationalized by the insane as humans have the capacity to rationalize almost any atrocity, but where is the moral justification for 9/11? It does not exist. How does orchestrating 9/11 serve a greater good ,or any other philosophical framework?
Being immoral in one area does not indicate you are immoral in others.
Take a Catholic priest issue in the RC church right now. Many of these highly immoral and criminal men where extremely moral and pious in other area of their life.
