What does this mean, "Only if you answer to the White House?

What does this mean, "Only if you answer to the White House?
I keep thinking he may be saying that the Federal Government will be the one in charge but aren't they already in charge after a Federal Emergency is declared?

And why did she say she would take 24 hours to think about it? What was Gov. Blanco afraid of? What did she think she had to lose in order to gain support from FEMA

And finally, Federal AID was supposed to have been granted the previous Saturday so why was he bartering with her about it the next Thursday?

The only thing I can think of is the Emergency Declaration List that did not include New Orleans and other southern counties.

WHY DID HE AUTHORIZE AID TO NORTHERN LOUISIANA AND DEMAND "SOMETHING" FROM GOVERNOR BLANCO TO GET AID TO THE SOUTHERN PART - THE PART THAT ANY IDIOT WOULD KNOW IS GOING TO BE THE WORST HIT????? WHY DID HE HOLD OUT AID ON THEM? THERE IS NO DENYING NOW!

MY HEAD IS GOING TO EXPLODE!!!!!!!!!!

1. I believe he did that just so he could play the blame game.
Make it look like she didn't call in the troops, or that his hands were tied.

That is all I can think of.

We know its bull shit, but it gives them something to try and frame an argument.

2. Someone here
pointed out that the northern part of the state is very Republican, whereas the southern part of the state is a mix of centrist Democrat and Republican. Might have had something to do with it.

you might want to think about these things if you intend to debate a freeper on the subject, but otherwise it's not worth agonizing over. the president always takes the fall for bad things that happen during his administration, whether it's his fault or not. no need to even engage the freeps in a discussion on the subject. *'s numbers are falling because the american people are finally holding him accountable, regardless of who might be "truly" at fault.

as Eugene said in another thread:

Shrub convinced 51% of voters last November that he could keep them safe. He just blew that myth to Hell. Beyond that, these the same gimmicks BushCo tried since 2001.
