The new "New Deal" will begin with the states -- again
Given the talk about the coming massive GOP "cuts" -a.k.a. the rightwing terrorist fiscal assault agaainst America -- it will be up to large, visionary cities -- and states -- to "incubate" a new New Deal.

This is what happened under Hoover. A few enlightened states -- even cities -- had their own proto-New Dealish plans to relieve suffering.

Blue states will have to distinguish themselves with public works, environmental, educational, arts programs, etc. (To the degree that they can -- but states may have more leeway with their tax structures, esp., again, the Blue Ones).

The red states will have to careen into squalor and a kind of governmental oblivion, and when the country is ready, Blue States will have served as the lab(s) for experimentation and recovery.

1. Blue states will also serve as refuge for the oppressed...
just as in the days of the Underground Railroad.

2. you may be right, that is the sad truth
it won't be until "middle class" folks start becoming homeless and starving in large numbers that there will finally be a complete awakening.

9. they care when the ramparts are being stormed...
...the question is: will they care before then?

And does ecosphere destruction give a new definition to "ramparts?"

6. And in this incubator, we'll see the growth of a new country
I agree with you. I also think an "interreliance" among friendly states may build up which will compete with the federal government. We'll see then how the "red states" really feel about "states rights", when the public builds detours around their nonsense.
