Domestic spying and intelligence for use with the infamous REX 84 suspension of the Constitution plans, done entirely by Executive Orders now has ICE doing the job formerly set with FEMA. Now through the Immigration and Customs Enforcement intelligence branch of DHS, we are all 'on ICE' so to speak:

Next step is the 'suspension of the Constitution' a la REX 84 and we're all in concentration camps for dissenting during wartime.
