Stay on message, yeah, but how do you keep track of it all? Sometimes I think Bush's strategy is to create so many scandals that we can't focus on one long enough to do anything before the next one comes. I mean:

NSA spy scandal
Katrina incompetence scandal
Abramoff scandal

These off the top of my head...Is somebody keeping a list?

3. On a technical level, his only "superior" is Cheney.

The VP's Chief of Staff works for the VP, not the POTUS. In practice, though, Libby's "superiors" would be Bush, Cheney, and Bush's CoS, Andy Card.
