Apparently Whittington is some kind of big-time real estate developer.
Cheney winged him but unfortunately Whittington managed to escape. Hell, everybody knows you don't go after real estate developers with a 28-gauge loaded for birds. More evidence, if we needed any, that Cheney's a thoroughly incompetent dolt.
