I'M MAD AS HELL AND GOING TO TRY TO DO SOMETHING ABOUT IT!

I want to address two specific issues. I'd like to know (a)who authorized detention centers and a U.S. Homeland Security Police Force in the United States, and (b) why? As an American citizen, these trouble me greatly and I think many more citizens would be appalled if they knew about what is going on in our country, in our name, and "supposedly" for our security.
I don't know about you, but these actions remind me of past actions in the 1930s and 1940s. Is this what we've become?

Sec. 3056A. Powers, authorities, and duties of United States Secret Service Uniformed Division

(a) There is hereby created and established a permanent police force, to be known as the `United States Secret Service Uniformed Division'. The contract, which is effective immediately, provides for establishing temporary detention and processing capabilities to augment existing ICE Detention and Removal Operations (DRO) Program facilities in the event of an emergency influx of immigrants into the U.S., or to support the rapid development of new programs. The contingency support contract provides for planning and, if required, initiation of specific engineering, construction and logistics support tasks to establish, operate and maintain one or more expansion facilities.
