I think the powers behind this administration have always intended for Bush to take the fall, if their downfall ever comes. Here, they've exposed Bush and tossed him to his ravenous former supporters, so that Dick can fade from the spotlight.

This is a Rove maneuver. But Rove knows who his real boss is.
