Take example from the former Yugoslavia
Tribes with hatred to others, where the source of such hatred is not even clear, will continue to hate and to kill each other.

Before this day arrives, Iraq needs to be split into three countries: Sunni, Shiite and Kurdistan.

The delineation of Iraq's borders, as is common in many post-wars, was arbitrary and was calculated to suit Britain's own political, strategic and economic interests.

Originally two Ottoman provinces, Basra and Baghdad comprised Iraq. Later Britain added the oil-rich province of Mosul in the north, dashing Kurdish hopes of an autonomous state.

Iraq was created by Churchill by uniting three widely separated peoples and this experience has clearly failed. Before it is too late, it needs to be split into three distinct countries, with the oil proceeds allocated to each.

1. Yep, the old strongman theory
Say what one likes about Tito, he held that country together. And it was beautiful and peaceful...no liberties, mind you, but no bombs flying, and the standard of living was good.

there was almost no street crime in Moscow in 1979. Of course, people vanished all the time, but that was the government, not petty criminals. As long as you kept your head down, said the right things and didn't piss off the wrong people, you got to live out your pathetic life.

But you weren't going to get mugged (course, you didn't have anything to steal, but that's beside the point, ain't it?)

saddam didn't entirely disapprove of making money.

there was commerce within the society.

4. Yes, living under authoritarian regimes is always safe
if you follow the rules and do not ask questions. After all, the trains ran on time under Mussolini.

Bottom line, though, is that keeping separate tribes under artificially government will eventually boil over. As was/is in Yugoslavia, in Rwanda and in Iraq. So what are we waiting for? Split the country and leave the tribes to determine their foreign relations.
