1. He will be when this investigation is over...maybe sooner,
but not soon enough.

2. I think that happens after conviction.
Not before.

3. Not until he's convicted.
The registries are serious business and no one should be on one unless convicted of an eligible crime. Otherwise, we have fallen into the neocon's camp with another erosion of the Constitution--and here I mean the right to be presumed innocent until proven guilty b.r.d.
Besides, where is this guy going to go that the scandal and its attendant press crowd won't find him and publicize his comings and goings? IMO.

4. Not until he has a day in court and only if it is determined that
he had sexual contact below the age of consent. He certainly needs to be censured, even though he's already resigned. There needs to be some "Sense of the House" declaration that they think he was a cretinous pervert.

He should get busted for offering to supply booze to minors, if they can come up with the witnesses to testify to it. He actually offered alcohol to a couple of minors in one instance, per one of the former pages cited in this article (though there is a difference of opinion as to the facts of that assertion): http://www.volunteertv.com/home/headlines/4312647.html

He says after his tenure as a page, when he was about 19, he returned to Washington and was invited to Foley's house. He says he brought another page with him, to make sure things didn't get out of hand.

"He ordered pizza, offered us beer which we declined, because at the time we were both minors," said Vivyan.

The other former page who went with Vivyan that night, Josh Abrons says he doesn't recall alcohol being present. Vivyan and Abrons both say nothing inappropriate happened.
