destroying the poppy fields (some of the new money be earmarked to destroy these fields) and sending the Afghans agricultural support to teach them how to grow other food bearing and money generating crops other than poppy.

When it comes down to it the poppy farmers in Afghanistan make the least amount of profit in the chain of events from growing the poppy to ultimate sales of the processed drug.

So any new crop that they would grow in place of poppy would still let them earn a living. It would help feed the Afghans. It would cut out the poppy processing middle men. End the drug traficking. Maybe even put some dampers on the Taliban.
