Can the Congress cut the White House budget so that Bush can't pay Snow, Rove, Harriet part deus, etc?

1. they can cut the war budget today and tomorrow, that's for sure!

When it was announced in 2003 that his only job was to get Bush re-elected he should have been pulled off the public teat at that time.

should be to eliminate secret service protection for former presidents and their families.

I recently read where they are considering giving s.s. for all Presidential candidates, not just the nominees.
