President Bush won a victory when the Democrats failed to override his veto of children’s health legislation (HR 976) — and he may win a second time when they try again.
But he’s almost certain to lose if he follows through on his threat to veto a water resources bill by the end of this week.
The Water Resources Development Act (HR 1495) arrived at the White House last week after members in both chambers voted for the bill in sufficient numbers to override a veto. The measure would authorize funding for hundreds of Army Corps of Engineers projects spread across hundreds of congressional districts on both sides of the aisle.
The president objects to the bill for the same reason he vetoed the health insurance measure: He says the price tag is way too high.
White House spokesman Scott Stanzel says the president still intends to veto the $23.2 billion bill. But even some self-described fiscal conservatives are defending it on grounds that it would only authorize funding, not actually spend money.
“If he does veto it, there will be a lot of Republicans joining me in overriding the veto,” said James M. Inhofe of Oklahoma, the ranking Republican on the Senate Environment and Public Works Committee.
Bush won’t be able to count on the Republican House leadership for help either. “Ultimately, this is a regional issue for our members and one on which we’re unlikely to take a conferencewide position,” said Chris Tucker, communications adviser to Minority Whip Roy Blunt, R-Mo.
