Giuliani didn't skip Iowa. Iowa skipped him

Many people are believing Giuliani's story that he just didn't care about Iowa. He didn't pay attention.
The implication is that if he had somehow cared, he could have won.
Well, no. He was forced to spend less money there because when he was spending money it didn't work. Let's remember he was tied with Romney in mid-June in the polls when he began to tank.

As late as December, when asked by a CBS reporter "'Why has Rudy Giuliani written off New Hampshire and Iowa?' " Giuliani responded: "We haven't."

Also in December, on the 30th, the NY Daily News published an article titled "Giuliani graces Iowa with Prez-ence" detailing Giuliani's efforts there. Does it sound like skipping to you?
