11. I've been unable to get this question answered. Can anyone help?

The voters site below lists NH voting system as "optiscan - precinct-based." Does this mean that the BALLOTS are hand-counted at the precinct level, and results posted at the precinct level, BEFORE the votes are scanned into the riggable electronics?
