Can we have some sort of NGO that conducts and funds recounts?
We keep seeing this situation where candidates have to cough up cash to get recounts done. Why can't we have some sort of NGO that collects and disburses money to conduct recounts in disputed elections? We can also have regular random check recounts as a form of audit of the conduct of vote counting.
