2. He's throwing out a populist message to get elected.

Like most repukes he will go back on his promises and campaign principles as soon as he is elected.
This is hot air as far as I'm concerned but many Republicans who are disgusted with Bush and his hand holding with his Saudi buddies will probably buy into it. It's all very calculating IMHO.
