I don't understand the delegates allocation in SC for the Republicans
(in case this will be the same for us next week)

According to CNN http://www.cnn.com/ELECTION/2008/primaries/results/dates/#20080119

McCain got 33% and Huckabee 30%, 137,467 and 123,467 votes, respectively.

Yet McCain had 19 delegates and Huckabee only 5?

Why?

I didnt follow that election, but mayb CNN has the county breakdown?

2. because they are more like winner take all
We use proportional representation once a candidate gets to 15%, they use winner take all by either statewide or congressional district.

5. No we are proportional after the 15% threshhold
usually on the congressional district level.

3. here's an explanation in general
Other states, like Georgia.., only its 30 AL delegates are awarded to the winner of the state primary. The 39 total CD delegates are awarded to the winners of each district, of which there are 13. So multiple candidates could win delegates in Georgia. The other states that allocate delegates this way include California, Kansas, Maryland, Ohio, Oklahoma, South Carolina and Wisconsin.
