Not many changes in first wave of recounted N.H. primary votes

Rumors of problems with the vote count in the Jan. 8 New Hampshire primary -- problems, that is, that supposedly led to differences in support for the leading candidates between districts where votes were hand-counted and districts that relied on machine counts -- prompted Rep. Dennis Kucinich, D-Ohio, to ask for a state-wide recount (his presidential campaign is reimbursing the state for the cost of doing that).

So far, according to this chart posted online by the New Hampshire Secretary of State's office, the recounts have not turned up big differences. In populous Hillsborough County, which includes Manchester and Nashua, the recounts at this time:

• Shave 2.0% off Sen. Hillary Rodham Clinton's support. She was declared the winner of the primary.
• Shave 2.1% off Sen. Barack Obama's support.
• Shave 2.1% off John Edwards' support.
• Shave 3.0% off Kucinich's support.

Based on the reported turnout of nearly 288,000 voters in the Democratic primary, the recount of just those four candidates' support has covered about 25% of the votes cast in the contest.

1. How is it possible that the machines have a 2% overvote?

How is that possible? I can understand the machine not reading ballots, but how do they count extra votes?

4. Problem is when Diebold kicks in
and counts one candidate regularly and the other party 2% over. This is bizarre.

Ohio anyone??
