ANNOUNCEMENT: Based on Delegate Distro Projection in Florida, this was actually very close.
I have been looking at how votes fell out at the county level, because no one has taken a real look at the contressional district level that I can find.

The rules for apportionalment of Delegates are based on percentage of vote at the District level

1. If you do not get 15% in CD you get nothing
2. If you get more than 59% you get bonus Delegates
3. If two candidates get over 40% they split the delegates evenly
4. If you get between 15% and 40% you get a pro-rata

Taking a look at the county level voting and a map: Obama did very well in the norther third of the state. It epperas at a high level that despite the PV difference this might well be a wash delegate wise if they are seated.

8. Just remember who set the congressional bondaries to both dilute
and concentrate Democratic strength.

No doubt Hillary won the state. but she is probaly only going to wind up with about 55% of the delegates.
