2. OMG
IWR was NOT a vote for pre-emptive War.

"My vote is not, however, a vote for any new doctrine of pre-emption, or for uni-lateralism, or for the arrogance of American power or purpose -- all of which carry grave dangers for our nation, for the rule of international law and for the peace and security of people throughout the world."

6. To the contrary.
It actually was a vote to go to war, which is why so many of us here at DU were outraged and damned angry when the vote went down. If anyone is rewriting history, or trying to re-characterize what the IWR was really about, it is Senator Clinton.

Here is what the Senators voting "aye" voted for: "The President is authorized to use the Armed Forces of the United States as he determines to be necessary and appropriate."

Do you not remember Senator Byrd's speech? Even Senator Kennedy says often that his vote against the IWR was the best vote he ever cast in 44 years in the Senate.

I was angry with Senator Kerry in 2004 for trying to pull this same rheotorical trick in the primary.
