1. Neither one can end the electoral college
That would be something they could cheer lead, but ultimately its a decision for the states as it would require a constitutional amendment.

As for campaign finance reform. I don't think either candidate is for it.

Of the major Democrats, only John Edwards was really pushing that button. Of the republicans, John McCain had been pushing for it, yet to be seen if he continues to push for it if he wraps up the nomination.

2. I haven't heard anyone mention it.
This issue should be near the top for democrats. The EC heavily favors the GOP and 2000 wouldn't even be an issue if not for the EC.

This is what Obama's website says about campaign finance reform:

Support Campaign Finance Reform: Obama supports public financing of campaigns combined with free television and radio time as a way to reduce the influence of moneyed special interests. Obama introduced public financing legislation in the Illinois State Senate, and is the only 2008 candidate to have sponsored Senator Russ Feingold's (D-WI) tough bill to reform the presidential public financing system.
