MSNBC just reported that Virginia doesn't know they're a different state from West Virginia?

MSNBC just reported that Virginia doesn't know they're a different state from West Virginia?
Am I understanding correctly?

Thousands of angry Virginia voters are calling election officials screaming that their polling places are closed...

Because WEST Virginia votes today.

Seriously?

7. This reminds me of a problem a friend had trying to buy Olympics tickets.
They called a phone number to buy tickets to The Salt Lake City Olympics, and they were told they had to call a different phone number for INTERNATIONAL sales.

Because they were calling from NEW Mexico.

They even argued with the operator that NEW Mexico was a state, not a foreign country.
