a) he doesn't look of to the side.

b) if you knew anything about film/video production, you'd know that teleprompters are mounted on the camera, directly in front of the speaker.

I've used them fairly frequently, as I've worked on quite a few corporate video shoots. Here's a wikipedia page about how a teleprompter works:

Perhaps the distraction was off camera, but it's there. I'm sure you know that breaking eye contact in that way creates a disconnect between the viewer and the speaker. I would definitely have reshot the commercial.
