A RESOLUTION IN SUPPORT OF THE REORGANIZATION OF THE DEPARTMENT OF HOMELAND SECURITY
WHEREAS, the Department of Homeland Security was established by the Homeland Security Act of 2002 on November 25, 2002; and
WHEREAS, the Department of Homeland Security has absorbed various Federal agencies, including the Federal Emergency Management Agency and the Secret Service; and
WHEREAS, on May 21, 2002, the Department of Homeland Security issued warnings of attacks against railroads nationwide and against New York City landmarks, like the Brooklyn Bridge and the Statue of Liberty, in an apparent attempt to distract the American people from the first public revelations of the August 6, 2001 Presidential Daily Briefing, entitled "Bin Laden Determined to Strike in U.S." and a memo from the Phoenix FBI office revealing that the FBI had knowledge of al-Qaeda operatives training at an Arizona flight school prior to the terrorist attacks of September 11, 2001; and
WHEREAS, apparently in response to remarks made by 9/11 Commission Chairman Thomas Kean on December 17, 2003, to the effect that the September 2001 attacks were preventable, the Department of Homeland Security issued warnings on December 21, 2003, claiming credible evidence of further terrorist plots to crash civilian aircraft into American cities and cancelled six international flights into American aerospace, claiming that passenger names produced matches on government "No-Fly" lists, including a Welsh insurance salesman, an elderly Chinese woman, and a 5-year-old boy; and
WHEREAS, the response by the Department of Homeland Security to the massive damage inflicted by Hurricane Katrina in 2005 upon the Gulf Coast states, particularly Louisiana and Mississippi, and especially the city of New Orleans, has been tragically deficient and disorganized, resulting in the displacement of large numbers of Louisiana residents all across the United States; and
WHEREAS, the Federal Emergency Management Agency, as an agency within the Deparment of Homeland Security, was administered at the time of the Hurricane Katrina disaster by Director Michael D. Brown, whose only prior executive experience was as Judges and Stewards Commissioner of the International Arabian Horse Association, and who was personally criticized for a slow response to Hurricane Katrina and an apparent disconnect with the sufferings of those victimized and displaced by Hurricane Katrina; and
WHEREAS, the Department of Homeland Security was blamed for up to $2 billion of waste and fraud after audits by the Government Accountability Office revealed widespread misuse of government credit cards by DHS employees, with purchases including beer brewing kits, $70,000 of plastic dog booties that were later deemed unusable, boats purchased at double the retail price (many of which later could not be found), and Apple iPod MP3 players ostensibly purchased for use in "data storage";
THEREFORE, BE IT RESOLVED that the Texas Democratic Party urges the Democratic Congressional delegation from Texas to draft and support legislation to sever the Federal Emergency Management Agency from the Department of Homeland Security;
BE IT FURTHER RESOLVED that the Texas Democratic Party urges the Office of the President of the United States of America to elevate the Federal Emergency Management Agency to a Cabinet-level position;
BE IT FURTHER RESOLVED that the Texas Democratic Party urges the Democratic Congressional delegation from Texas to draft and support legislation to sever the Secret Service from the Department of Homeland Security;
BE IT FURTHER RESOLVED that the Texas Democratic Party urges the Democratic Congressional delegation from Texas to draft and support legislation to place the Secret Service under the control of the Department of the Treasury;
BE IT FURTHER RESOLVED that the Texas Democratic Party urges the Democratic Congressional delegation from Texas to draft and support legislation to defund and abolish the Transportation Security Administration;
BE IT FURTHER RESOLVED that the Texas Democratic Party urges the Democratic Congressional delegation from Texas to draft and support legislation to decommission the Homeland Security Advisory System, as it serves no legitimate purpose in keeping the American people safe;
BE IT FURTHER RESOLVED that the Texas Democratic Party urges the Democratic Congressional delegation from Texas to draft and support legislation to sever the Coast Guard from the Department of Homeland Security;
BE IT FURTHER RESOLVED that the Texas Democratic Party urges the Democratic Congressional delegation from Texas to draft and support legislation to place the Coast Guard under the control of the Department of Defense as a service in the Department of the Navy in both wartime and peacetime;
AND BE IT FURTHER RESOLVED that the Texas Democratic Party urges the Democratic Congressional delegation from Texas to draft and support legislation to rename the Department of Homeland Security as the Department of Infrastructure Management.
