It is kinda sad that you couldn't pick it up..
It's about working within the system to acheive change at a pace that can be managed versus nebulous radical change that can, in some cases, lead to chaos....
When Yeltsin first burst onto the scene, everyone was all excited about his embrasure of western ideals.
He was seen as the inspirational man of change - the man who stood up to the tanks and whatnot...
Folks bought into it and him... and it was to the detriment of the country as a whole.
