The Clinton's and torture

Back in 1995, the president Bill Clinton signed a presidential directive authorizing the CIA to conduct what's called extraordinary rendition. This is where the CIA or other government entities can detain and extradite people to foreign countries on a whim to be tortured. Is this the type of government we'll see with a HRC administration?
