that their work stations should have been audited for email of files and documents and key strokes but since it seems there were no thorough investigations held that should be the square one start off point.
the federal elections commission and the justice department needs to get involved like right now.

I don't know what info they saw, but the question of whether or not those who "accessed it" could also "edit it' needs to be answered.
