Mark Penn's take on the Richardson endorsement:

“The time that he could have been effective has long since passed,” he continued, “I don’t think it is a significant endorsement in this environment.”

essentially saying "Well, the states with large Latino populations are pretty much done, so a Richardson endorsement isn't very helpful now."
