Clinton outlines $4 billion anti-crime plan-in Philadelphia

States would compete for $1 billion in annual grants to combat recidivism

PHILADELPHIA - Democrat Hillary Rodham Clinton is proposing to spend $4 billion a year on anti-crime measures, including programs meant to reduce the number of ex-convicts who return to prison.

The money also would help communities hire more police officers and "community-oriented prosecutors."

Under the New York senator's plan, to be detailed Friday in a speech in Philadelphia, states would compete for $1 billion in annual grants to combat recidivism. It would "promote tough but fair" changes to probation practices and to existing programs meant to steer non-violent drug offenders away from prison, her presidential campaign said in an outline provided early Friday.

The goal is to make punishment more certain for those who violate their probation, while also enhancing efforts to help former drug users stay clean and thereby avoid prison, campaign aides said.

They said Clinton would pay for the $4 billion initiative with savings to be identified by a commission she will assign to "identify unnecessary and outdated corporate subsidies for elimination." Groups that oppose deficit spending urge campaigns to be more specific in saying how they will pay for new programs.

Clinton's plan would hire 100,000 new police officers "to address crime, through a modernized personnel grant program." It would spend $250 million a year on "community-oriented prosecutors."……

1. I am glad in brought up the issue of anti-crime in the campaign. i have
not heard this issue being brought up before.

maybe it has-but sure is at the bottom of the list.

I think her husband's anti-crime push which put more officers on the streets was a revolution, at the time, in crime fighting at the federal level.

nonviolent black offenders, mainly black men, behind bars. That's all it did since the streets in inner cities are still crime ridden. Cops and "community prosecutors" don't stop/prevent crime. They are merely subsequent measures. They are only there to deal with the situation after a fucking crime has already been committed. THIS PLAN IS BULLSHIT. I suspect millions of more black men behind bars with another Clinton presidency. The school to prison pipeline established by Reagan, enhanced by Clinton and Bush, and will be perfected by another Clinton. The Prison Industrial Complex = more cops, more prosecutors, more "funding" on the "war on crime". I'm not surprised she made this announcement in Philly.

The OP was not clear about this.

Hillary's plan is somehow reminiscent of George Wallace's campaign pledge if elected president in 1968: A cop on every corner of "crime capital" Washington, DC.

Now I AGREE with her on this and am supportive of something like this but we are in an era of cutting spending amidst this asinine war. $4 billion a year with a war that WILL not end anytime soon AND here healthplan is too costly. Something has got to give.

18. This is good and important to do, BUT
...the real root of crime in the US remains within the government itself, with the marriage of the big businesses (pharma, oil, defense and finance) and corrupt politicians. The drugs and war money parallel underground economy needs to be broken and the government needs to see the difference b/w jailing people for smoking marijuana and filling up the jails versus jailing the hard-core criminals who deserve to be incarcerated.

The Clinton's are some of the most powerful politicians out there and I wonder at their will to break this nexus. In fact it serves them quite well to maintain it, which is why I am distrustful of them. This is coming from a guy who whole-heartedly supported Bill Clinton and was happy to see Hillary Clinton come to power, but the campaign has certainly opened my eyes to some really shady dealings on their part and that has really changed my heart.

...and I hope she gets the opportunity to implement it and if Obama wins nominee I hope he considers this idea....I have to say this democratic nomination process has produced some good ideas about fixing problems in America from both Hillary and Obama. However to pay for this idea and national health care...the money is tied up in corporatetax incentives and tax breaks and the Iraq war.

....So, the fact that Clinton left behind a larger -- mostly black -- prison population than when he took office should come as no surprise. Black incarceration rates during the Clinton years surpassed Ronald Reagan's eight years. The incarceration rates for blacks increased from around 3,000 per 100,000 to 3,620 per 100,000 people during his administration. That he did nothing about mandatory minimum sentences ­ no surprise. That he did nothing to change the sentencing disparity between crack and powder cocaine that disproportionately affects African Americans ­ no surprise. That he successfully stumped for "three strikes and you're out in the crime bill, for restrictions on the right of habeas corpus and expansion of the federal death penalty ­ no surprise. When he came into office one in four black men were involved in the criminal justice system in some way; when he left it was one in three. In many states ex-felons are denied the right to vote, a factor that had a direct impact on the 2000 presidential vote in Florida. Again, no surprise.
