Saudis, Arabs Funneled Millions to President Clinton's Library

LITTLE ROCK, ARK. — President Clinton's new $165 million library here was funded in part by gifts of $1 million or more each from the Saudi royal family and three Saudi businessmen.

The governments of Dubai, Kuwait, and Qatar and the deputy prime minister of Lebanon all also appear to have donated $1 million or more for the archive and museum that opened last week.

Democrats spent much of the presidential campaign this year accusing President Bush of improperly close ties to Saudi Arabia. The case was made in Michael Moore's film "Fahrenheit 9/11," in a bestselling book by Craig Unger titled "House of Bush, House of Saud," and by the Democratic presidential candidate, Senator Kerry."This administration delayed pressuring the Saudis," Mr. Kerry said on October 20. "I will insist that the Saudis crack down on charities that funnel funds to terrorists... and on anti-American and anti-Israel hate speech."The Media Fund, a Democratic group whose president is a former Clinton White House aide, Harold Ickes, spent millions airing television commercials in swing states with scripts such as, "The Saudi royal family...wealthy...powerful...corrupt. And close Bush family friends."

Perhaps as a result, the Saudi donations to the Clinton library are raising some eyebrows. Mr. Unger said he suspects that the Saudi support may have something to do with a possible presidential bid by Senator Clinton in 2008.

1994: The Washington-based Export-Import Bank approved a $302 million loan toward a $3 billion Enron-controlled power plant in India. President Clinton took an interest in the deal, asking the U.S. ambassador to that country and his former chief of staff, Thomas F. "Mack" McLarty, then a presidential adviser, to monitor the proposal.

August, 1995: Clinton administration's cabinet members, Treasury Secretary Robert Rubin and Energy Secretary Hazel O'Leary, personally urged India to accept Enron's proposed project.

October, 1995: Indian Prime Minister Rao and Iranian Foreign Minister Ali Akbar Velayati discussed a routing alternatives for a natural gas pipeline, including one which would run through Turkmenistan, Afghanistan, and Pakistan.

1996: "Mack" McLarty, who later became a paid Enron director, spoke with Ken Lay on several occasions about the plant. Four days before India granted approval for Enron's project, the Houston-based firm contributed $100,000 to the Democratic Party.

Thomas F. "Mack" McLarty III (born June 14, 1946) is a prominent Arkansas business and political leader and former White House Chief of Staff for US President Bill Clinton. He is the President of Kissinger McLarty Associates (his Washington-based consulting company with Henry Kissinger), as well as Chief Executive Officer of the McLarty Companies.

In 1976, he became the youngest member ever elected to the Board of Directors of the Arkla Gas/Arkla, Inc., a Fortune 500 natural gas company. In 1983 he became Arkla's Chairman and Chief Executive Officer. During his tenure, the company was recognized by Forbes, The Wall Street Transcript, and The Financial Times for management excellence, in addition to his automotive endeavors. <1>

He has a distinguished record of business leadership and public service, including various roles advising three Presidents: Jimmy Carter, George H.W. Bush and Bill Clinton. McLarty worked with President Carter as a member of the Democratic National Committee and was appointed to the National Petroleum Council and the Council on Environmental Quality.

Serving as Clinton's "special envoy to the Americas," in which capacity he was a key mover and shaker in the creation of NAFTA and the Free Trade Area of the Americas (FTAA), which originated from the Council of the Americas, established by David Rockefeller in 1965. He was a top official at the 1994 Miami Summit of the Americas, which laid the groundwork for this Trade bloc; as well as serving as a key liaison to Clinton for Rockefeller's Council in the implementation of this trade agreement.<2>

The most controversial known donation to Mr. Clinton's library is also recorded at this level: a gift from a Manhattan socialite and singer, Denise Rich. Ms. Rich gave the foundation $450,000 while her fugitive ex-husband, Marc Rich, was seeking a pardon on tax-evasion and racketeering charges. Mr. Clinton granted the pardon hours before he left office, triggering a federal criminal investigation, as well as congressional inquiries.

The Chinese communist government may also have chipped in for Mr. Clinton's library. The Chinese Overseas Real Estate Development company gave at the $100,000 or higher level. So did the National Opera of Paris.

SEC Opens Investigation of Company Headed by Key Supporter of Clintons

The Securities and Exchange Commission has launched an investigation into InfoUSA, a Nebraska company that used corporate funds to fly Hillary Rodham Clinton around the country, and one of only two companies to put Bill Clinton on its payroll after he left the White House.

The firm, a major provider of database-processing services, disclosed little about the nature of the probe in a filing to shareholders released yesterday.
