Why hasn't Hillary introduced a bill to enact her gas tax holiday proposal?

Why hasn't Hillary introduced a bill to enact her gas tax holiday proposal?
I assume she is talking about relief for this summer, not for the summer of 2009 after the elections. If she really wanted it to happen, a bill would have to get through both houses of Congress very soon. Summer driving season is right around the corner. So where is her legislation? She talked about the gas tax holiday idea on Larry King on the 21st. A week later she was in DC voting. Couldn't she have taken the time to introduce a bill? Or is her idea not well thought out enough, or more complicated than she would have folks believe.

Or is it just empty talk?

so I guess this means she's going to go back to Washington-soon, to introduce a bill that will be joyfully blocked by every single republican IN the senate-INCLUDING her "good friends" John McCain and Joe LIEberman-even though McCain says he wants to do the same as Hillary...

6. Obama knows that can't be done now (as does HRC). So they both are proposing that for the future
But HRC is talking about gas tax relief starting next month. Does she plan to time travel?
