Because they must.

To live on and thrive, people must believe that they can affect their circumstances. To not believe this leads to depression, fatalism and despair.

People will always choose hope. This is, in fact, what motivates them to work. It is a prerequisite for getting to work and making the changes necessary to improve your situation.
