So who did the other 7% vote for?

So who did the other 7% vote for?
Right now w/ 63% in, the count is 65% to 28%. That leaves 7%. Am I to believe that 7% of democrats in West Virginia wrote somebody in? What's up with that? Anybody have any idea?
