A question about counting Oregon's votes if anyone knows?

A question about counting Oregon's votes if anyone knows?
Since all the votes are mail in votes for that state, when do they start counting? I'm wondering since the state is Pacific Time if a winner is even declared early enough that night for Obama to speak or will Clinton's earlier Kentucky win be all the talk that night? TIA

the majority of Pledge delegates after Oregon.

2. Eight o'clock
They have them processed and ready to tabulate, but don't start the count until the polls close. There are election locations for disabled people, I think. But you can drop your ballot off until 8:00 election night. So yeah, Kentucky will be the story for a little while.

4. 8PM Oregon time? So that is 11 east coast. They wont even declare a winner until the early morning
then I would imagine?
