How is it legal for Mcain to rely on the RNC for campaign money?

How is it legal for Mcain to rely on the RNC for campaign money?
Isn't that going against the whole principal of campaign finace if you are allowed to donate more to the RNC than to the presidential and yet he is going to rely on them to run ads for him and let Bush raise money for them on behalf of him? How is this legal and why won't our weakass press call him for this hypocrisy. http://www.msnbc.msn.com/id/24703723/
