Question about required delegates.

I know Hillary is proposing a different total needed than Obama is.

MY QUESTION: Who determines the number of votes it will take that will clinch the nom? The DNC?

1. As of right now, it is 2025.

On May 31st the rules committee meets and will rule one way or the other. At that point, it will stay 2025, increase to 2208(unlikely) or increase to another number if they rule to seat and count FL/MI, but not the superdelegates from those states.

2. Yes, and it will be settled + or - 1 or 2 delegates on May 31.

That when the RBC meets to determine the status of FL and MI. I give the extra 1 or two either way to account for any superdelegate losses or gains.

3. A mix of the DNC and Delegates

The DNC through the Rules and By-laws committee and the Credentials committee will determine which delegates have voting rights at the convention. The delegates that have voting rights can then do pretty much anything they want, including seating additional delegates, through the use of floor votes.
