Seating MI and FL, but with each delegate getting 1/2 a vote (by rule*),
and splitting Florida Super Delegates 50-50 (though I think these supers will likely lean Obama).

Now, the rules specifically call out the seating of 50% of the delegates as a penalty for what happened in MI and FL. However, this 1/2 vote idea may be more palatable and the effect is the same.

How does the math look if the delegates from MI and FL are seated but each get 1/2 a vote? Clinton nets 11.

2. The real problem is that Obama and Edwards were not on the ballot in Michigan
because the DNC requested the candidates not to be. Why should they be penalized for following the rules?

Florida you can argue because all the names were on the ballot, but not Michigan

Incidently, the rules states by at least 50% which means it could be more

3. Half vote per delegate is the penalty prescribed in both Democratic and GOP rules
and it is the penalty imposed by GOP on their Michigan and Florida delegations.

By the book! The only question remaining is who gets Michigan's undeclared delegates, about 40% of the vote, which rejected Hillary.

4. I don't think so
20.C.1.a states

"the number of pledged delegates elected in each category allocated to
the state pursuant to the Call for the National Convention shall be reduced by
fifty (50%) percent, and the number of alternates shall also be reduced by fifty
(50%) percent."
