Here is my transcript of it

"We can't continue allowing Nations to enrich and reprocess uranium ostensibly for civilian purposes and stand by... impotently as they... develop weapons programs... the most effective way is to limit the further spread of enrichment and reprocessing..."

His main proposal is to have the recognized nations part of the NPT that currently enrich and reprocess uranium would be the only countries to enrich and reprocess it and create repositories for which other nations can acquire the materials they need for civilian purposes. It's an idea that would take diplomacy of a level of which he is not capable.
