By saying from now that he'll be announcing on June 3rd, I think he's giving the wink wink nudge nudge for others to do the same. Think about it, if 100 undecides say they are going to announce on June 3rd, that will solidify the sense that the race will be decided (among the media, which of course pushes virtually everything else) In this way they are not directly interfering with the primaries, but also they are not seen as hesitating which would be seen as tacit approval for the process going much further than June 3rd
