Is this anything (or not)? Newspaper pic of OBAMA vs its online version

The hardcopy version of the pic took a couple or more looks. The "torn out" jagged edges appeared to be part of the pic at first, like a hairdo--yes, a "terrorist" hairdo. When I went to retrieve it online to post here, whaddayaknow, it was a standard coat and tie pic. The "torn" version has not been retouched in any way from the scanner result.

although the graphics they used to frame the photo may indeed have some psychological impact. Love to hear from a professional designer who works in news media.

8. I don't get it—they're two different photos, not two versions of the same photo.

Anyway, I wouldn't worry about any hidden meaning. It's a graphic designer using a Photoshop brush to create visual interest, nothing more. It's not even a new technique. And the edges aren't even close to where his hair would be, so I can't see how it would be meant to suggest hair (terrorist or otherwise).
