Does this mean he's been giving the SAME stump speech all this time? Wouldn't you have to be 1) stupid, 2) tone-deaf, 3) ignorant of current events to NOT change your speeches frequently?

OR

Has he been changing his speeches all along and he's just announcing this "change" cause he's desperate?


What are the differences in his "new" stump speech and the old one? Are there any policy shifts/changes/flip-flops? Or is it just rhetoric?
