That is the job of the Majority Leader, not the Whip. He should force them to actually go through with the filibuster. I wonder how many Republican filibusters would really succeed if they were actually force to follow through with them. Right now, they only have to threaten to filibuster, and he backs down. He did the same thing with Bush's veto threats. Instead of forcing Bush to actually veto a bill, they just backed down. John Kerry got skewered by his "voting for the Iraq war funding before voting against it", and yet every time it was brought up, nobody every mentioned that Bush threatened to veto the original funding bill because it had loan provisions instead of guaranteed money. Even Kerry neglected to bring that up in the presidential debates. The Democrats should force the Republicans to stand up and make a huge spectacle. The last time they did that, with the Terri Schiavo case, they suffered a huge backlash from the general public.

There were really 3 Democrats who voted against it (Reid's no is a procedural vote - he would have been a yes had there been sufficient votes. There were 4 who didn't vote - one was in Poland representing the Senate and unofficially the Democrats at a Climate Change meeting, one is said to sick, - but the fact is that had Reid needed just 4 more votes he would have scheduled the vote today and called to get them back.

So, in fact - Reid lost 3 members of the caucus. The other thing is that Senators are independent. They are responsible for their own votes. Reid can not make them vote for something they don't agree with. (Things that he might be fairly criticized for are when he scheduled the vote and the alternatives he backed - if a case can be made that a vote today would have passed or that there was a viable compromise.)
