Guaranteeing Americans enough money for Food, Shelter, and Health is best way to spend the bailout $
Creating a liberal system of welfare payments to America's unemployed is the surest way to get the next 350 billion circulating through the economy.

In fact, enacting such a system, pemanantly would provide a baseline economy that we would never fall below.

It would also guarantee Americans Life, Liberty, and the Pursuit of Happiness.

Let's face it - UNEMPLOYMENT IS A FAULT OF THE CAPITALIST SYSTEM, THEREFORE THOSE WHO ARE UNEMPLOYED MUST BE COMPENASTED OTHERWISE THEY WILL TURN TO CRIME, and we will wind up with the most prisoners per capita of any country on the planet - oh wait, we already do.

So, let's get it together and finally start sending the money to those at the bottom who need it, instead of those at the top, who are stealing it.

3. And increasing the tax base so no taxes would have to be raised
(I presume we mean living wage jobs and not a McPittance, right?)

4. What happens to those who are unemployed. Unemployment is a fault of capitalism and
unemployed workers must be compensated.
