When did Congress vote 52 to 45 to give themselves
a raise? Trying to answer a LTTE about earmarks and this was mentioned. I can't seem to find when this was voted in.

3. They couldn't - the amendment was to stop the pay increases
that were coming because of a formula passed long ago so there would not be these annual votes. Filibustering can only be used to stop a bill from passing - here they wanted to add this amendment. The Democrats had enough votes to "table" or kill it.
