Clinton calls for stricter Antarctic tourism limits
(CNN) — Secretary of State Hillary Clinton called for tighter controls over tourism and other forms of pollution in Antarctica Monday, arguing for greater global cooperation to help preserve the continent's environmental and scientific research value.

Addressing a joint session of the Arctic Council and the Antarctic Treaty Consultative Meeting in Baltimore, Maryland, Clinton said the Obama administration is concerned about the growing popularity of tourism in the southern polar region. She said the United States is proposing new international limits on the number of landings from tourist vessels, as well as greater cooperation to prevent potentially hazardous discharges from those ships.

Her remarks came as the United States helped mark the fiftieth anniversary of Antarctic Treaty, a model for "how agreements created for one age can serve the world in another," Clinton said.

Clinton also noted that President Barack Obama sent the U.S. Senate an amendment to the treaty last Friday that would spell out how the international community should better prevent and respond to environmental emergencies in Antarctica. The amendment would cover the question of liability tied to environmental damage in the ecologically sensitive region.

3. Be sure to advise us which are Clinton's directives vs. Obama's directives.
Clinton telling China that human rights abuses were no big thang was apparently Obama's policy according to you, but you are fine with calling this Clinton's policy.

Please advise so we can adjust our outrage/approval meters accordingly.

I see a little disconnect.

36. Just pointing out the disparity in how policy is perceived.
According to the OP, if it's good, it's Clinton; if it's bad (i.e., turning a blind eye to Human Rights), it's Obama. And that ain't nitpicking, it's the reality of the glaring disparity in outrage vs. accolade that goes down on these boards day in and day out.

I don't agree with US imposing their will on Latin America. I've seen enough US involvement in the region, to their great detriment.

Ever talked to someone who has been tortured with a cattle prod or who crossed the Andes on FOOT to flee the oppressive regime that was put in place thanks to the encouragement and aid of our government?

My point is that we have no right to impose anything on any nation in the region. If Chile and Argentina are in accord, then great.

40. I can understand that
but aside from a slightly misleading headline from the Fox article yesterday, that article if you read between their negative spin, says the same thing this one does.

Which was that on Monday (today) U.S. diplomats will propose amending the 50-year-old Antarctic Treaty at the joint session of the Arctic Council and the Antarctic Treaty Consultative Meeting in Baltimore, Maryland.

The other countries are/were always going to be involved, according to both articles.

46. Here they talk about being so progressive,
but few know the meaning of true fear that is brought on by living under a military junta. I was a child and my much older brother was as left wing as they come. I remember the people that he took into his Apt. who crossed the Andes into Argentina to escape Pinochet's regime. People who would have been killed if they had remained in Chile. People who left everything behind: family, friends, jobs and all their belongings. These people sought refuge from certain death. Some had been already tortured, women were also raped and, if they had been pregnant, their babies were taken away from them and given up for adoption. I used to bring these people to my brother's place (sort of an underground railway). I was a kid and therefore wouldn't arouse suspicion. These people were instructed to look at the ground so that if they were caught they couldn't point to an address and place their helpers in danger. Most of them were given political asylum in Brazil and then Europe.

When my diplomat father found out what my brother had done and how he put me and himself in danger, they had a terrible row. The end result was that my brother moved to France and never set foot in the US again. He was disgusted with our government (regardless of party). The US financed, trained and supported every military junta in Latin America.

But that really doesn't explain why this was bad when you thought it was Obama, and good now that it's Hillary.

I understand that your first inclination, given your background, is to doubt US motives, but it really is the same story as yesterday. I'm just asking for a little intellectual honesty.

And I hope you understand that I'm not trying to join in on the bandwagon to gang up on you, my first post was started before I saw any others.

Since I have mixed feelings about US involvement in the region, I deliberately abstained from adding a comment. Therefore, I don't see why the outrage from several here. I'll refrain from further comment until I see how Chile, Argentina, Australia and the others involved react to this US proposal.

58. Not everyone supported these juntas
Most republicans and some Democrats did - The Clintons and Gore were in favor of legally supporting the Contras. One of the few high potential Democrats who risked his future to investigate illegal US support for them was John Kerry. That and his stand on Vietnam is why I considered him more than a standard politician.

63. True, but it was the CIA who lent their stealth support.
We seem to care for human rights only when it's convenient to our own interests. Pinochet ruled Chile with an iron hand for almost 20 years and we all but placed him in power. Ditto in Argentina, Paraguay, etc. We didn't give a rat's ass that the governments that we helped to overthrow were democratically elected. We only cared that they were considered too left wing and feared that they would destabilize the region. How about Noriega? We placed that creep in power. Same for Marcos in the Philippines and all the others.

BTW, by "we" I mean our government not individuals.
